The Taiwan’s First “Efficiency, Research Mindset, and Competency” Cultivation Platform, CCU Earned Recognition by National Talent Development Awards

 

To assist in the reinforcement of the quality of the workforce and enhancing the employability in Yunlin-Chaiyi-Tainan areas, CCU established an efficient and agile learning support system, implemented plans with research mindset, and aimed at improving competency, creating the Taiwan’s first “Efficiency, Research Mindset, and Competency” training brand to flipping the learning experience of workplace. For the past 8 years, CCU has implemented the Ministry of Labor’s plans It has not only conducted nearly 4000 hours training courses, but has also trained over 20,000 individuals, and has won the “Outstanding Practices Awards” of the “2022 National Talent Development Awards”, the highest honor in the field of human resources in Taiwan!   

“National Talent Development Awards” is the highest rewards of the human resources field in Taiwan, which encourages various organizations and enterprises to actively cultivate talents and continuously improve the quality of human resources. CCU stated that, the reward selection process has to go through the layers of levels, from the qualification review and the strict reexamine to the final selection. CCU has been highly affirmed by the judges in terms of cultivating talents and improving competency, and was awarded the “Outstanding Practices Awards” of the “2022 National Talent Development Awards.” Hao Feng Ming, Vice President of CCU presented to receive the award.
  
From 2014, Wei Hui Chuan, Professor of CCU Department of Adult and Continuing Education (ACE) has undertaken “ The Project of Promoting Workforce Development and Enhancing Practitioner Competency in Yunlin-Chaiyi-Tainan Region” of the Workforce Development Agency, Ministry of Labor of Yunlin-Chaiyi-Tainan Regional Branch, and Li Ai Tzu, Chair and Professor of CCU Department of ACE and Wang Wei Ni, Associate Professor of CCU Department of ACE acted as co-hosts. Seeing that most of the courses focus on improving the competency as the only consideration, and lack of elements such as issues of balancing workplace and life and career planning were lacking, Wei Hui Chuan led the group which uses the theory of "adult education" as the basis for program practice, innovatively setting up the “ Yunlin-Chaiyi-Tainan Regional Branch Workforce Development College “ and designing “Efficiency, Research Mindset, and Competency” talent cultivation platform that flips the learning experience of workplace.

The team of CCU linked up business enterprises and higher education resources, invited industry, government, and academic experts to jointly guide, and introduced courses such as out-of-school learning and multiple fields observation experiencing, which provided the best on-the-job training  platform for the practitioners in Yunlin-Chaiyi-Tainan. Among them, Yunlin-Chaiyi-Tainan Regional Branch Workforce Development College planned the training program and took efficient, research mindset and competency as central elements.

The team of CCU presented that in addition to establishing an efficient and agile learning support system through "highly efficient" influence and changes of learning to improve students' self-efficacy, the team also use "research" thinking to practice and publish international papers. Moreover, they developed the training system through competency research, and passed the iCAP Competency-Based Program certification and published teaching materials. The operation of the College is aimed at improving the "Competency" ability. The team designed the system as a diamond training structure that can drive the competency. Because of the designing, the College was awarded the "Learning into Action Award" by the International Federation of Training and Development Organizations (IFTDO) in April this year.

The training courses apart from aiming at developing training courses for workforce development practitioners in five cores abilities including self-management ability, market analysis, innovation planning ability, system teaching ability, and combat instant performance, others also get quite good reviews such as gold strategies of changing the job, future career designing, video marketing content planning, rules of KOL social media management, needs assessment, teaching designs and strategies, and effectiveness evaluation. About improving the teaching and training effectiveness of outsourced vocational training lecturers, CCU pointed out that since the training objects are the unemployed or those who have changed jobs, it’s especially necessary to master adult learning psychology and creative display the adult teaching skills in order to effectively train students to successfully re-employ.   

The team of CCU has long dedicated to the cultivation of adult teachers’ professional knowledge and ability. Over the past 8 years, the team have completed 3,791 training hours, more than 20,000 person-times of training energy, and achieved countless lecturers’ careers, including new immigrant teachers from Vietnam and the alumni, graduating from Master Program of CCU Department of Computer Science and Information Engineering who works in the technology corporate steps into professional career training slash western food and baking course instructors.
