Deputy Minister Jen-Der Lue awarded honorary professorship and delivers a keynote on Long-Term Care 3.0
National Chung Cheng University (CCU) awarded the title of Honorary Professor to Dr. Jen-Der Lue, Deputy Minister of Health and Welfare, to recognize his outstanding academic contributions and leadership in Taiwan’s aging policy. A former professor in CCU’s Department of Social Welfare, Dr. Lue has long been devoted to social welfare research and policy, contributing significantly to aging and long-term care reforms in Taiwan. The ceremony took place on March 12, 2025, from 15:00 to 16:00, at Juxin Hall located in the CCU Administration Building.
Following the award ceremony, Deputy Minister Lue delivered a keynote speech entitled "Challenges of a Super-Aged Society: The Ten-Year Plan and Outlook for Long-Term Care 3.0," in which he analyzed the current situation of Taiwan's aging population, outlined the strategic direction of long-term care policies, and shared his insights into the future development of Long-Term Care 3.0.
Building upon the foundation of Long-Term Care 2.0, Deputy Minister Lue emphasized that LTC 3.0 centers on providing holistic and continuous care services. The plan sets forth eight major goals: health promotion and delay of disability, medical care integration, active rehabilitation, institutional capacity enhancement, strengthening family support, adoption of smart care technologies, implementation of palliative care, and development of professional human resources. He also highlighted the aim to integrate the National Health Insurance (NHI) post-acute care model with long-term care professionals and implementing at-home responsible care strategies. A signature initiative, the '10-minute care circle' is being promoted to enhance the resilience and sustainability of community-based care services, in order to meet the needs of an inclusive and age-integrated community.
The event drew enthusiastic participation from faculty, students, and members of the public who are invested in the future of Taiwan’s long-term care policy. Attendees all expressed their keen interest in Taiwan’s evolving care policies.
