Fraud Stems from Human Nature! Anti-Fraud Workshop on November 21 at Hsinchu Shu Guang Girls’ High School

With the rapid advancement of technology, fraudulent schemes are constantly evolving. According to police statistics, the number of fraud cases has continued to rise in recent years, amounting to billions of NTD in financial losses, with victims across all age groups. To strengthen anti-fraud legal education, the K-12 Education Administration under the Ministry of Education has introduced the "Anti-Fraud Course Module Program for Schools Below Senior High Level," executed by the Graduate Institute of Education at National Chung Cheng University. This program targets five learning stages from elementary to high school, designing lesson plans and educational materials to enhance students' anti-fraud knowledge and establish awareness of fraud prevention in schools.

The Anti-Fraud Workshop focuses on five core areas: fraud prevention, response to fraud, post-fraud handling, legal responsibility, and moral values. The curriculum is systematically integrated across the five learning stages from elementary through high school, progressively deepening and broadening the material to assist teachers in grasping the module content and applying it in their instruction. This module can be flexibly incorporated into regular subjects like information technology, civics and society, life education, and integrated activities, or developed into a unique school-specific course. For example, elementary students in lower grades can participate in anti-fraud orienteering activities; those in middle grades can create shadow puppets to perform anti-fraud-themed plays; upper elementary students can engage in learning activities involving social media and online game scams. At the junior high level, students can role-play as citizen judges to familiarize themselves with laws related to fraud. In high school, Hsinchu Shu Guang Girls’ High School, in collaboration with Golden Bell Award-winning professor Tai Shen-Feng, has recorded an anti-fraud radio drama, "Anti-Fraud Prevention Strategies ft. Professor Tai Shen-Feng and Hsinchu Shu Guang Girls’ High School," which is available on major streaming platforms to deepen students’ understanding and awareness of fraud issues.

The "2024 Anti-Fraud Workshop for Schools Below Senior High Level" held two sessions in November, providing an in-depth introduction and discussion on the Course Module lesson plan manual and educational materials, which took nearly two years to develop. The first workshop was successfully held on November 5 at National Chung Cheng University, and the second session was on November 21 at Hsinchu Shu Guang Girls’ High School, with both in-person and online participation options available to allow more teachers to join. The workshop agenda included an overview of the anti-fraud Course Module framework, analysis of various fraud cases, and examples of lesson plans and teaching materials. Teachers from the module development team shared practical experiences from framework development to teaching material design and trial teaching, demonstrating the full development process of the anti-fraud Course Module. All elementary, junior high, and high school teachers nationwide were welcome to participate and contribute to promoting anti-fraud education on campuses.
