Regulations Governing Study by Foreign Students in
National Chung Cheng University

Article 1:

The following regulations are established in accordance with Article Five of the “Regulations Governing Study by Foreign Students in the Republic of China,” issued by the Ministry of Education (MOE).

 

Article 2:

The term “foreign students” as used in the Regulations shall mean students of foreign nationality, neither ROC nationals as defined by Article Two in the Nationality Act, nor overseas Chinese. However, those who have had dual nationality in the ROC and a foreign nation, and have forfeited their ROC nationality by permission of the Ministry of the Interior for a period of less than eight years, are not permitted to apply for admission in accordance with these regulations.

Foreigners, who are recommended to study in Taiwan under cultural exchange and cooperation agreements with foreign governments, schools, institutions, and cultural or educational organizations, shall not be subject to the restrictions mentioned in paragraph 1.

The eight-year period mentioned as a proviso in the preceding paragraph begins from the date on which the ROC nationality is revoked and extends to the date that semester begins at this school.

 

Article 3:

Foreign students who have already completed the course of study at the school in the ROC previously entered and proceed to seek admission to programs offered by CCU should follow application procedures as regular local students do. However, if they are seeking admission to higher academic levels such as graduate schools, they shall follow relevant regulations for admissions to their respective graduate programs.

 

Article 4:

The number of foreign students that CCU recruits and accepts is counted as “extra quota,” and is limited to no more than ten percent of the number of ROC citizens admitted that year, and shall be reported to MOE before November 30 each year for approval.

Where the preceding paragraph refers to the number of foreign students recruited, the figure shall not include foreign students not registered as degree students.

 

Article 5:

Pursuant to these regulations, CCU, when recruiting and accepting foreign students, makes rules for enrollment of foreign students which clearly set forth which departments and programs recruit foreign students, admission quotas, rules related to eligibility for application, methods for carrying out reviews or special screening tests, and relevant admission requirements.

 

Article 6:

Application for admission begins in fall semester and spring semester. Application must be submitted to Office of Academic Affairs in CCU before March 31 and November 30 respectively. Each applicant can only apply for one department or graduate institute.

 

Article 7:

Instruction in CCU is mainly given in Mandarin Chinese. Applicants’ basic language ability shall be examined, based on each department and graduate institute’s criteria. Procedures of enrollments include the following steps:

A. All application forms will be collected and surveyed by every department or graduate school. During the survey, applicants, if necessary, will be informed to take tests on professional subjects or Mandarin Chinese language ability.

B. Deadline for application: fall semester (before April 30) and spring semester (before December 20).All application will be submitted to CCU Admission Section, Office of Academic affairs. The results will be assessed by the President of CCU.A “Notice of Acceptance” will be sent to admitted applicants.

 

Article 8:

Application for admission must include the following documents:

A. Two copies of application forms, and each with a recent photograph.

B. A photocopy of the graduation certificate from the highest foreign educational institution completed (with certified Chinese or English translation if the original is in other languages), and two copies of complete transcripts (which must be imprinted by the said institution with its official seal).

C. Two letters of recommendation

D. A health certificate (including an HIV test)

E. A study plan in Chinese or English

F. Proof of financial sufficiency (proof of sufficient funds for studying in the ROC)

G.. Other documents as required by departments of the university or graduated school.

 

The term "foreign educational institution" as used in subparagraph 2 of the preceding paragraph includes overseas Taipei schools and schools for overseas Chinese. The term "graduation certificate" as used in the same subparagraph shall, with the exception of overseas Taipei schools and schools for overseas Chinese, conform with the MOE guidelines governing authentication of overseas academic degrees.

Foreign students who graduate from a university located in the Republic of China  may use the graduation certificate received from such a school in applying pursuant to the provisions of Article 8 for admission to a university, and shall not be subject to the restrictions set forth in Article 8 paragraph 1 subparagraph 2.

 

Article 9:

Foreign students who graduate from a school for foreign residents located in the ROC, or from a bilingual division (program) affiliated with a senior high school in the ROC, may use the graduation certificate received from such a school in applying pursuant to the previous provision for admission, and shall not be subject to the restrictions set forth in Article 3 and subparagraph 2 of paragraph 1 in Article 3.

 

Article 10:

Those found qualified will be granted admission. Fall semester will start at September and spring semester will begin at February in the academic year. When a foreign student arrives at the campus after more than one-third of the first semester has passed, that student may not be enrolled that academic year. However, he/she may be allowed to enroll the second semester with the approval of the dean of their department or graduate school.

 

Article 11:

CCU shall prepare a roster of admitted and registered foreign students, and shall submit it to the MOE for recordation by 30 November each year. The roster shall include the students’ names, nationalities, class standings, and the names of departments or graduate schools to which they belong. The roster should also specify students who receive Taiwan scholarships or grants from the MOE.

 

Article 12:

Foreign students shall not apply for any recurrent educational programs that any university in ROC offers, which include the School of Continuing Education, In-service Master Programs or other programs conducted only in the evenings or weekends and holidays, with the exceptions of students who possess Alien Resident Certificates, or who have studies in international programs offered by the university with special permission from the MOE.

 

Article 13:

A foreign student who has been expelled by the school after admission may not thereafter apply again for admission under these regulations.

 

Article 14:

Upon the condition that it will not interfere with their normal educational activities, CCU may sign agreements for academic cooperation with foreign schools and recruit and accept foreign students as exchange students, and their admission standards for foreign students may be applied with respect to acceptance of foreign students as non-degree students.

CCU may issue credit certificates for foreign students who apply as non-degree students pursuant to the preceding paragraph, provided that such students duly complete the courses selected with passing grades.

The foreign students referred to in paragraph 1 above may not apply for resident visas on the basis of their status as non-degree students.

 

Article 15:

When establishing a special program for foreign students based on an international academic cooperation plan or other special needs, the university shall seek the approval of the MOE.

 

Article 16:

At the time of registration, students shall present proof of medical and personal accident insurance or national health insurance. For those who do not have insurance, CCU shall help those foreign students applying for insurance.

 

Article 17:

Those who are unable to keep up with regular course work because of inadequate Chinese skills shall be suspended from the school. Re-apply for admission is based on the related regulations.

 

Article 18:

After the admission for enrollment, any related affairs are regulated based on CCU school regulations.

 

Article 19:

CCU Office of Student Affairs will be exclusively responsible for handling foreign students' applications and for matters pertaining to guidance (in both personal and academic matters), for accommodations and for language and culture learning. Those units or personnel shall also administer guidance activities relevant to foreign students on an irregular basis during each academic year, so as to enhance the exchange between logical students and foreign students.

 

Article 20:

All registration and courses selection procedures for foreign students are the same as those for local students. The student fee and credit fee for foreign students are the same as those for local students.

 

Article 21:

In order to encourage foreign students to study in Taiwan, CCU may establish scholarships or fellowships for foreign students.

 

Article 22:

Any change (suspension, expellion or loss of student identity) shall be informed to Police Agency, Ministry of Interior, Bureau of Consular Affairs, Ministry of Foreign Affairs, local police stations, and MOE.

 

Article 23:

If any matters are not included in the Regulations, they shall be regulated according to the MOE’s “Regulations Governing Study in Taiwan by Foreign Students” and related regulations in CCU.

 

Article 24:

The above regulations have been passed by Administrative Council of CCU, and will take effect after the approval of the MOE. The procedure is the same for revision.
